
Request for Qualifications Spokane International Airport Professional Engineering Services Airport Traffic Study Project, #13-07 The Spokane Airport Board is requesting Statements of Qualification (SOQ) from qualified engineering consulting firms for services pertaining to the Spokane International Airport Traffic Study, #13-07. The work to be performed by the selected firm will include a study of the intersections of the Airport Drive couplet and Spotted Road at Spokane International Airport. Airport Drive and Spotted Road provide direct access for both freight and passengers to and from SIA and are critical to airport operations. The project area surrounds the intersections of Spotted Road and Airport Drive couplet, approximately 0.5 miles south and east of U.S. Highway 2. The proposed traffic study will identify short, intermediate and long term improvement recommendations to address immediate and long term needs for the intersections. Threshold triggers will be established for when each stage of improvements should be implemented. The study will investigate whether new advances in interim safety improvements could potentially eliminate or delay the need to construct a grade separation to meet safety and capacity needs. The study will include the following elements: 1) Background Data Collection; 2) Analysis of Existing Conditions; 3) Evaluate Future Conditions; 4) Improvement Alternatives Development (Layouts/Estimate); and 5) Capital Improvement Plan. Factors affecting the intersections that will be evaluated in depth include but are not limited to: 1) Coordination with the draft Airport Master Plan that governs airside and landside improvements to the airport; 2) Compliance with FAA requirements for airport access; 3) Coordination with SRTC's 2011 West Plains - Spokane International Airport Transpor-tation Study; 4) Current and projected development of land surrounding the intersections including the adjacent Technology Park; 5) Current accident rates, safety hazards and traffic volumes and patterns; and 6) A new fire station located adjacent to the intersection. Statements of Qualification will be received by the Spokane Airport Board until 2:00 p.m. on Thursday, August 22, 2013. Four (4) copies of the Statement of Qualifications must be provided. Each copy shall be signed and clearly marked on the cover: RFQ: Architectural/Engineering Services Spokane International Airport Traffic Study Project, #13-07 and shall contain the name of the firm responding to this RFQ. Statements should include the following information: transmittal letter which introduces the consulting firm or team. Discuss services offered, size, and office location(s) of the consulting firms, Federal Form 330 and other information as allowed in the request for qualifications. Statements of Qualifications will be evaluated and ranked based on the following criteria: 1) Identify the proposed project manager and the organization of the project team; 2) Provide professional experience and qualifications of key personnel expected to be assigned to the project (including subconsultants if any); 3) Demonstrate an understanding of the issues and planning required for this study including issues specific to Airport access; and 4) Describe experience with similar traffic studies at other airports and public facilities similar to an airport. Following a review of all statements of qualifications received, the Selection Committee will establish a short list of firms or teams of firms submitting proposals and invite those short listed to make an oral presentation. This project is funded by the Federal Highway Administration through the Washington State Department of Transportation. All work shall comply with the Washington Department of Transportation Local Agency Guidelines.
