SPOKANE ENVIRONMENTAL ORDINANCE (WAC 197-11-970) Section 11.10.230(3) Determination of Nonsignificance (DNS) File No. Comprehensive Plan Amendment Spokane County Regional Trail Plan DETERMINATION OF NONSIGNIFICANCE Description of proposal: A proposed amendment to the Spokane County Comprehensive Plan to adopt an updated Regional Trail Plan for Spokane County. The Plan identifies goals and policies for trail planning and development as well as identifies specific trail strategies to develop an interconnected system of trails throughout the region. The plan considers hiking, bicycling, pedestrian, equestrian, and water trails. Proponent: Spokane County Department of Parks, Recreation and Golf Location of proposal, including street address, if any: The proposal is a non-project action that applies to Spokane County. Lead agency: Spokane County Department of Parks, Recreation and Golf. The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental check- list and other information on file with the lead agency. This information is available to the public on request. This DNS is issued under 197-11-340(2); the lead agency will not act on this proposal before December 23rd, 2013. Comments must be submitted by 4:00 p.m. Friday, December 20th, 2013.
