SPOKANE PUBLIC SCHOOLS Request for Proposal No. 16-1314 HUTTON ELEMENTARY MODERNIZATION AND ADDITION Submittal Deadline: December 20, 2013 Spokane Public Schools is requesting proposals for the General Contractor/Construction Manager for the Hutton Elementary School Modernization and Addition using the procedure permitted under Chapter 39.10 of the RCW, as amended, for selected school projects for public works contracting in lieu of sealed bids. The project consists of a remodel of the existing historic structure, removal of two non-historic classroom wings, removal of two portable buildings and a modular structure, and construction of a 45,000 square foot, 2-story addition, as well as site work including new parking lots, irrigation, plantings and play structures. The school will not be occupied during construction. Construction is scheduled to start in the spring of 2014 and be completed for the start of the 2015/2016 school year. Design phase activities include involvement of General Contractor/Construction Manager to: (1) assist in development of schedules, cost estimates, value analysis, quality and phasing the work effort well before construction can start and provide added assurance that the project will be completed on time, and (2) be involved in the design stage of the project to provide services to address constructability, sub-bid contract-ing strategies, site constraints, and neighborhood concerns, staging, safety and the minimization of disruptions. Interested firms may obtain a copy of this Request for Proposal between the hours of 8:00 a.m. and 4:00 p.m. from Spokane Public Schools, Barb Carson, Buyer, Purchasing Services, 2815 East Garland Ave., Spokane, WA 99207-5889, or by faxing a request to (509) 354-7183. The Request for Proposal document is also available on the district website at www.spokaneschools.org/solicitations. The Request for Proposal outlines the information necessary to understand this selection process and the documentation required for submitting proposals. Proposals must be received by Spokane Public Schools Purchasing Office, 2815 East Garland Ave., Spokane, WA 99207, no later than 2:00:00 p.m., Friday, December 20, 2013. The RFP number and submittal date must appear on the outside of all proposals submitted. Any firm failing to submit its proposal in accordance with the procedures set forth in the Request for Proposal may be considered non-responsive. There will be a mandatory pre-proposal conference for this project on Monday, December 16, 2013, at 3:15 p.m. The conference will be held in the Hutton Elementary School gymnasium, 908 East 24th Avenue, Spokane, WA 99203. The particulars of the project, the selection process, schedule, and the elements of the contract will be discussed. The District will not accept proposals from firms that did not attend the mandatory pre-proposal conference.
