BEFORE THE BOARD OF COUNTY COMMISSIONERS OF SPOKANE COUNTY, WASHINGTON Resolution Setting Date for Final Assessment Roll Hearing and Ordering Notice and Publication Thereof IN THE MATTER OF SPOKANE COUNTY ROAD INPROVEMENT DISTRICT (RID) NO. R-180 IMPROVEMENT OF COLONIAL DRIVE, 6TH AVENUE, GLENBROOK STREET AND CLOVERDALE COURT LOCATED IN SECTION 20, TOWNSHIP 25 NORTH, RANGE 45 EAST, W.M. WHEREAS, In pursuance of Resolution No. 11-0359, passed and adopted by the Board of County Commissioners of Spokane County Washington, ("the Board") on the 19th day of April, 2011, the County Engineer has prepared a final assessment roll for improvement costs to be assessed against the properties included within the assessment district for Spokane County Road Improvement District ('RID') No. R-180 and has submitted the same to the Board in the amount of $222,532.56. THEREFORE BE IT RESOLVED by the Board that a public hearing before the Board upon such final assessment roll will be set for TUESDAY, FEBRUARY 26, 2013, at 5:30 P.M. in the County Commissioners Assembly Room, at the Spokane County Public Works Building, West 1026 Broadway, in Spokane Washington. The facility is accessible to all members of the public. Information or requests for ADA accommodations may be made through Daniela Erickson, Clerk of the Board, at 509-477-2265. The Clerk of the Board or County Engineer shall give notice of such hearing and the time and place thereof by publication of this resolution and by notice to the owner or reputed owner of the property whose name appears thereon in accordance with Section 36.88.090 of the Revised Code of Washington. The Board, at the hearing and at any continued hearing on this matter, will sit as a board of equalization for the purpose of considering such assessment roll and will consider such objections made thereto, or any part thereof, and will correct, revise, raise, lower, change or modify such roll or any part thereof, or set aside such roll in order that such assessment be made de novo as to such body shall appear just and equitable and then proceed to confirm the same by resolution. All objections shall be in writing and filed with the Clerk of the Board of County Commissioners (1116 W. Broadway Avenue, Spokane, WA 99260-0100) at or prior to the date fixed for such hearing. Any objection shall state clearly the grounds objected to. Objections not made within the time and in the manner herein described shall be conclusively presumed to have been waived. Persons filing objections are strongly encouraged to substantiate their written protest by submitting professional, expert evidence or testimony. Once the assessment roll is confirmed by the Board and placed in the hands of the County Treasurer for collection, the assessment charged to a parcel, until paid in full, shall be a lien against that property paramount and superior to any other lien, except a lien for general taxes.
