NOTICE OF INTENT TO SOLICIT MEMBRANE SYSTEM SUPPLIERS Notice is hereby given of the intent of the City of Spokane, Washington, to solicit qualifications, experience, and financial strength of membrane system suppliers to provide membrane filtration equipment (microfiltration or ultrafiltration) and services to support a proposed upgrade to the City's Riverside Park Water Reclamation Facility (RPWRF). The membrane system will treat municipal secondary wastewater effluent conditioned with coagulant to optimize phosphorus removal at a design 30-day average flow of 50 million gallons per day (mgd) and a design 12-hour peak flow of 75 mgd. Others intend to provide pretreatment, or conditioning, facilities ahead of the membrane equipment. The City intends to select a membrane system supplier for the plant upgrade using a two-step process. It is preparing to issue a formal Request for Qualifications in July 2014 as the first step. Following evaluation, it intends to shortlist two most favorable responding suppliers who must then each immediately provide a pilot unit for up to 12 months of side-by-side testing. The City will then issue as the second step a formal Request for Proposals to the shortlisted suppliers who must submit proposals for final evaluation, selection and award of contract for full-scale design and implementation.
