CALL FOR BIDS Office of County Commissioners of Spokane County, Washington Notice is hereby given that the Board of County Commissioners of Spokane County, Washington will receive sealed bids up to 10:45 o'clock a.m., on Wednesday, September 24th, 2014 at the Office of the Board of County Commissioners, 1116 W. Broad-way Avenue, County Courthouse, 1st Floor, Spokane, WA 99260-0100. Bid Opening will be held 11:00 o'clock a.m. in Conference Room 2B at the Spokane County Public Works Building, 1026 W. Broadway Avenue, Spokane, Washington, after a last call for bids, all bids will be opened and publicly read aloud for the improvement project: Storm Water Project No. SWSA517F-2 - for improvement of the second phase of construction for the Northside Decant Facility, this facility will be located at the west end of our existing "Old Corral" pit site at 12807 N. Mayfair Road. This phase specifically addresses the improvement and construction of Northside Regional Decant Facility in Sections 5 and 6, in Township 26 N, Range 43 E.,W.M. by grading, concrete building pad with steel structure, ecology block, sewer line, water line, crushed surfacing, HMA, swale construction, sod and other work; and which involves the following approximate quantities: Mobilization - 1 L.S.; Swale Excavation Incl. Haul - 3,962 C.Y.; Ductile Iron Pipe for Water Main 6 In. Diam - 715 L.F.; HMA CL. ½ in. PG 70-28, 0.33 Ft. Depth - 6,291 S.Y.; Commercial Concrete - 450 C.Y.; Electrical - 1 L.S.; Fabricated Steel Structure - 1 L.S.; 6-Inch Gravity Sewer Pipe - 630 L.F.; Epoxy-Coated St. Reinf. Bar - 40,000 LB.; Crushed Surfacing Top Course - 1,050 C.Y.; Irrigation System - 1 L.S.; Hydrant Assembly - 2 EA; Sod Installation - 4,600 S.Y. "It is anticipated that this project will be funded in part by the Washington State Department of Ecology. Neither the State of Washington nor any of its departments or employees are, or shall be, party to any contract or any subcontract resulting from this solicitation for bids." The following is applicable to Federal-aid projects. The County of Spokane, in accordance with Title VI of the Civil Rights Acts of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, Non-discrimination in Federally-Assisted Programs of the Department of the Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin or sex in consideration for an award. Each bid shall be in accordance with plans, specifications, and other contract documents now on file with the County Engineer, 1026 W. Broadway Avenue, Spokane, WA, where copies may be obtained by paying Twenty five dollars ($25.00) a set. Each bid shall be accompanied by a Bid Bond, Certified Check or Cashier's Check payable to the Treasurer of Spokane County in the amount of five (5%) percent of the total amount of the bids, to be forfeited to Spokane County by the successful bidder in case he fails to enter into a contract and file an acceptable Surety Bond to fill the condition of said contract, within ten (10) days after notice of award. An informational copy of plans and specifications will be on file in the Office of the Associated General Contractors at 4935 E. Trent Avenue; and Spokane Regional Plan Center, 209 N. Havana, Spokane, WA; and the Associated Builders and Contractors, Inc. at 12310 E. Mirabeau Parkway, Suite 100, Spokane Valley, WA. The successful bidder will be required to file a performance bond in the full amount of the contract price which bond shall be furnished by a Surety Company acceptable to the Board of County Commissioners. The Board of County Commissioners reserves the right to reject any or all bids or any part of a single bid and to waive all informalities in the bidding.
