CALL FOR BIDS Sealed bids will be received by the Spokane Airport Board at the Spokane International Airport, 9000 West Airport Drive, Suite 204, Spokane, Washington 99224, until 2:00 PM on Monday, May 13th for: SPOKANE INTERNATIONAL AIRPORT PERIMETER ROAD STORMWATER DRAINAGE IMPROVEMENTS AIP Project No.: 3-53-0072-46/47 It shall be the duty of each Bidder to submit his/her bid on or before the hour and date specified. Bids will be opened and publicly read aloud at the designated time listed above. Any bids received after the time for opening cannot, and will not be considered. A MANDATORY Pre-Bid Conference will be held in the Board Room of the Spokane International Airport Administrative Offices at 2:00 PM on Wednesday, May 1st. Major subcontractors are encouraged to attend; however, it is mandatory for Prime Contractors only. Any bid submitted by a firm, which did not attend this pre-bid conference, will be rejected. The general nature of the Work is as follows: Install culverts under Perimeter Road and construct an overflow channel that includes, but is not limited to: •Construct a 200 lineal feet (LF) gravel bypass road. •Installation of approximately 120 LF of 18-inch culvert pipe with concrete headwalls. •Construct approximately 320 LF of channel. Construct an overflow basin that includes, but is not limited to: •Excavation of approximately 1,600 CY soil adjacent to Taxiway A with removal to onsite stockpiles. •Import and placement of approximately 1,100 CY of rip rap. •Installation of three drywells. •Placement of approximately 600 CY of topsoil from onsite stockpiles. The project is funded by a grant from the Federal Aviation Administration's Airport Improvement Program (AIP). AIP funded projects are subject to Federal Provisions, including, but not limited to: •Trade Restriction Clause - 49 CFR Part 30 •Buy American Preferences - Title 49 U.S.C., Chapter 501 •Certification of Non-Segregated Facilities - Title 41 CFR Part 60-1.8 •Certification Regarding Debarment, Suspension, Ineligibility, and Voluntary Exclusion - Title 49 CFR Part 29 •Disadvantaged Business Enterprise - Title 49 CFR Part 26 •Davis Bacon Labor Provisions - Title 29 CFR Part 5 •Equal Employment Opportunity Provisions - Title 41 CFR Part 60-1.4, and Part 60-4.3 •Non-Trafficking Certification - Title 22 U.S.C., Chapter 7104 This is a prevailing wage project per State and Federal Laws. The bidder must pay the higher of the Davis-Bacon Wage Rates or the State of Washington, Department of Labor and Industries Wage Rates for Public Works Contracts. Each bid must be accompanied by a cashier's check or surety bid bond, in an amount of not less than five percent (5%) of the total bid for all bid schedules (including sales tax). A performance bond, payment bond, and liability insurance in accordance with the contract documents will be required for the Contract. This is a prevailing wage project per applicable State Law. The Spokane Airport Board reserves the right to reject any and all bids, to waive any informality, to accept any alternate bids, and to make such award that it deems to be in the best interest of the Airport pursuant to the terms of the General Conditions. The contract will be awarded to the bidder submitting the lowest, responsive bid. All bidders are cautioned to be aware of the requirement to have their bids considered responsive.
