REQUEST FOR ADVERTISEMENT REQUEST FOR PROPOSAL (RFP) P8097 , Furnish And Install Emergency Communications Telephone System Replacement/Upgrade PURPOSE: Spokane County 911 is inviting proposals to furnish and install a replacement/upgraded system. The system shall be furnished and installed complete and fully functional. The project's goal is to replace and/or upgrade the existing system to newer equipment better able to handle Next Generation 911 (NG911) requests for service. The Public Work consists of the replacement or upgrade of Spokane County's 911 ("County") aging Avaya (formerly Nortel) Meridian CS1000/ Cassidian (formerly Plant) Vesta 2.2 911 telephone system and other miscellaneous related items. The project will be constructed under a single prime contract. ESTIMATED BUDGET: $2,881,000 Dollars, including applicable tax. PROPOSALS will be received by Spokane County Purchasing Department, 901 N. Monroe, Suite 350 B, Spokane, WA 99201 until 3:00 P.M., Local Time, Thursday, June 27, 2013 . A MANDATORY Conference And Tour: A mandatory pre-submittal conference, site tour and Q & A period will be conducted on Wednesday, May 22, 2013. The site tour requires participants to have passed a background check prior to the tour. Sign in and tour will begin at 0830 hours at the Fire District 9 Administration Building, 3801 E. Farwell Rd, Mead Washington. Two other site locations will be visited during the tour. Note that transportation to the sites will not be provided. Plan for the conference, site tour and Q & A period to last until approximately 1700 hours. There will be a break for lunch between 1230 - 1330. The mandatory conference and tour will resume at 1330 hours. Potential respondents or their represen-tatives are required to be represented at the conference, site tour and Q & A period or their submittals will be rejected as non-responsive. Representation of a prime contractor will be witnessed by signing in on the sign in sheet provided by the A/E or County at the conference. Attendance will be verified at the conference, each site visited and the question and answer period at the end of the tour. If a contractor or its representative misses any portion of the conference, site tours or Q and A period their submittal will be considered non-responsive. BACKGROUND CHECK: In order to attend the conference and tour each attendee must have passed a background check prior to the tour. Application for the background check will be made by submitting a completed "Request for Release of Police Records" form no later than the close of business on Monday, May 13, 2013. The completed form will be submitted to: Attn. Background Check, Lorlee Mizell, Director, 9-1-1 Emergency Communica-tions, 1620 N. Rebecca St., Spokane, WA 99217; phone (509) 532-8911; fax (509) 535- 6719. A copy of the form is available in the Forms Attachment to the RFP document. THE BOARD OF COUNTY COMMISSIONERS hereby notifies all bidders that no person or organization shall be dis-criminated against on the basis of race, religion, color, age, sex, sexual orientation or national origin in consideration for an award issued pursuant to this advertisement. Additionally mi-nority business enterprises are encouraged to submit bids in response to this invitation.
