The Kootenai Tribe of Idaho will be adding liquid nutrients (nitrogen and phosphorus) to the Kootenai River. The discharge point will be at the Idaho-Montana border, near Leonia, MT. The treatment dates will be approximately June 1st to the 30th of September, 2017. The effective treatment distance will be to Bonners Ferry, Idaho. The nitrogen solution consists of urea-ammonium - polyphosphate. In order to allow proper mixing for safe drinking water, water should not be taken from the river within 100 yards of the discharge point; swimming should not occur within 50 yards of the discharge pipe. Location of the discharge point will be clearly marked for those boating nearby (approx. 200 meters below the Leonia Bridge). Boating activities will not be affected. BACKGROUND
Chapter 8.08 RCW sets forth the procedures which Spokane County must follow in conjunction with condemning property for public use.
RCW 8.25.290 further requires, among other matters, that Spokane County provide at least fifteen (15) days' notice by certified mail to each and every property owner of record as indicated on the tax rolls of the Spokane County Assessor to the address provided on such tax rolls before "final action" and deeming specific property to be "for county purposes" for each property potentially subject to condemnation as provided in RCW 8.08.010 and initiating condemnation proceedings.
Additionally, Spokane County must publish notice in the legal newspaper with the largest circulation in the jurisdiction where such property is located once each week for two successive weeks before the final action is taken. A second publication must also be given in the legal newspaper routinely used by the potential condemnor, where such newspaper does not also have the largest circulation in the jurisdiction.
Both the notice to the property owners of record and the notice of publication must contain a general description of the property such as an address, lot number, or parcel number and specify that condemnation of the property will be considered during the final action. Notice must also describe the date, time and location of the final action at which the potential condemnor will decide whether or not to authorize the condemnation of the property.

BACKGROUND
Chapter 8.08 RCW sets forth the procedures which Spokane County must follow in conjunction with condemning property for public use.
RCW 8.25.290 further requires, among other matters, that Spokane County provide at least fifteen (15) days' notice by certified mail to each and every property owner of record as indicated on the tax rolls of the Spokane County Assessor to the address provided on such tax rolls before "final action" and deeming specific property to be "for county purposes" for each property potentially subject to condemnation as provided in RCW 8.08.010 and initiating condemnation proceedings.
Additionally, Spokane County must publish notice in the legal newspaper with the largest circulation in the jurisdiction where such property is located once each week for two successive weeks before the final action is taken. A second publication must also be given in the legal newspaper routinely used by the potential condemnor, where such newspaper does not also have the largest circulation in the jurisdiction.
Both the notice to the property owners of record and the notice of publication must contain a general description of the property such as an address, lot number, or parcel number and specify that condemnation of the property will be considered during the final action. Notice must also describe the date, time and location of the final action at which the potential condemnor will decide whether or not to authorize the condemnation of the property.

BACKGROUND
Chapter 8.08 RCW sets forth the procedures which Spokane County must follow in conjunction with condemning property for public use.
RCW 8.25.290 further requires, among other matters, that Spokane County provide at least fifteen (15) days' notice by certified mail to each and every property owner of record as indicated on the tax rolls of the Spokane County Assessor to the address provided on such tax rolls before "final action" and deeming specific property to be "for county purposes" for each property potentially subject to condemnation as provided in RCW 8.08.010 and initiating condemnation proceedings.
Additionally, Spokane County must publish notice in the legal newspaper with the largest circulation in the jurisdiction where such property is located once each week for two successive weeks before the final action is taken. A second publication must also be given in the legal newspaper routinely used by the potential condemnor, where such newspaper does not also have the largest circulation in the jurisdiction.
Both the notice to the property owners of record and the notice of publication must contain a general description of the property such as an address, lot number, or parcel number and specify that condemnation of the property will be considered during the final action. Notice must also describe the date, time and location of the final action at which the potential condemnor will decide whether or not to authorize the condemnation of the property.

BACKGROUND
Chapter 8.08 RCW sets forth the procedures which Spokane County must follow in conjunction with condemning property for public use.
RCW 8.25.290 further requires, among other matters, that Spokane County provide at least fifteen (15) days' notice by certified mail to each and every property owner of record as indicated on the tax rolls of the Spokane County Assessor to the address provided on such tax rolls before "final action" and deeming specific property to be "for county purposes" for each property potentially subject to condemnation as provided in RCW 8.08.010 and initiating condemnation proceedings.
Additionally, Spokane County must publish notice in the legal newspaper with the largest circulation in the jurisdiction where such property is located once each week for two successive weeks before the final action is taken. A second publication must also be given in the legal newspaper routinely used by the potential condemnor, where such newspaper does not also have the largest circulation in the jurisdiction.
Both the notice to the property owners of record and the notice of publication must contain a general description of the property such as an address, lot number, or parcel number and specify that condemnation of the property will be considered during the final action. BACKGROUND
Chapter 8.08 RCW sets forth the procedures which Spokane County must follow in conjunction with condemning property for public use.
RCW 8.25.290 further requires, among other matters, that Spokane County provide at least fifteen (15) days' notice by certified mail to each and every property owner of record as indicated on the tax rolls of the Spokane County Assessor to the address provided on such tax rolls before "final action" and deeming specific property to be "for county purposes" for each property potentially subject to condemnation as provided in RCW 8.08.010 and initiating condemnation proceedings.
Additionally, Spokane County must publish notice in the legal newspaper with the largest circulation in the jurisdiction where such property is located once each week for two successive weeks before the final action is taken. A second publication must also be given in the legal newspaper routinely used by the potential condemnor, where such newspaper does not also have the largest circulation in the jurisdiction.
Both the notice to the property owners of record and the notice of publication must contain a general description of the property such as an address, lot number, or parcel number and specify that condemnation of the property will be considered during the final action. Notice must also describe the date, time and location of the final action at which the potential condemnor will decide whether or not to authorize the condemnation of the property.

BACKGROUND
Chapter 8.08 RCW sets forth the procedures which Spokane County must follow in conjunction with condemning property for public use.
RCW 8.25.290 further requires, among other matters, that Spokane County provide at least fifteen (15) days' notice by certified mail to each and every property owner of record as indicated on the tax rolls of the Spokane County Assessor to the address provided on such tax rolls before "final action" and deeming specific property to be "for county purposes" for each property potentially subject to condemnation as provided in RCW 8.08.010 and initiating condemnation proceedings.
Additionally, Spokane County must publish notice in the legal newspaper with the largest circulation in the jurisdiction where such property is located once each week for two successive weeks before the final action is taken. A second publication must also be given in the legal newspaper routinely used by the potential condemnor, where such newspaper does not also have the largest circulation in the jurisdiction.
Both the notice to the property owners of record and the notice of publication must contain a general description of the property such as an address, lot number, or parcel number and specify that condemnation of the property will be considered during the final action. Notice must also describe the date, time and location of the final action at which the potential condemnor will decide whether or not to authorize the condemnation of the property.

NOTICE IS HEREBY GIVEN by the Board of County Commissioners of Spokane County, Washington, pursuant to the provisions of RCW 8.25.290, that a public meeting will be held on:

The PURPOSE of the public meeting will be for the Board of County Commissioners of Spokane County, Washington, consistent with RCW 8.25.290, to (1) take "final action" as provided for in RCW 8.25.290 and determine that it is necessary "for county purposes" to acquire certain portions of Spokane County Assessor Parcel Number 46281.9041, and (2) determine whether or not to initiate condemnation proceedings with regard to certain portions of Spokane County Assessor Parcel Number 46281.9041.
Consistent with RCW 8.25.290, the following information is hereby provided:
(1)General Description of Property the Board of County Commissioners of Spokane County, Washington intends to take "final action" on
and deem necessary "for county purposes":

THAT PORTION OF THE FOLLOWING DESCRIBED PROPERTY LYING WITHIN THE SOUTH 30 ACRES OF THE SOUTHEAST QUARTER OF THE
NORTHEAST QUARTER OF SECTION 28, TOWNSHlP 26 NORTH, RANGE 44 EAST OF THE WILLAMETIE MERIDIAN; THE WEST 220 FEET OF
