SPOKANE, WA 99260
BACKGROUND
The Board of County Commissioners Budget Office has advised of a projected shortfall between 2018 revenues and 2018 expenditures. Because of this shortfall, the Board of County Commissioners have provided each county department with target budgets reducing the amount of 2018 revenues provided to the department from 2017 revenues. The Board of County Commissioners has requested that each department submit 2018 budgets based upon the 2018 allocated target budgets identifying specific program costs reductions necessary to meet their target budget.
The Board of County Commissioners intends to hold several public presentations/hearings to obtain public input on the proposed 2018 Budget which address specific program cost and possibly service reductions in each department. As a result of the public presentations/hearings the Board of County Commissioners will determine what changes will be made to each department's 2018 budget.
The Board of County Commissioners desires to hold two initial public presentations/hearings wherein County staff will present the history and highlights of county General Fund revenues and county General Fund expenditures. After County staff presentation at each public workshop/hearing the public will afforded an opportunity to ask questions about the history of General Fund revenues and General Fund expenditures.
PURPOSE OF PUBLIC WORKSHOP/HEARING
The purpose of the above schedule public workshops/hearings is for the Board of County Commissioners to consider the following:
•August 22, 2017, at 5:30 P.M.; staff presentation on history and
highlights about County General Fund revenues and County
General Fund Expenditures; and
•August 30, 2017, at 5:30 P.M staff presentation on history and

The Board of County Commissioners reserves the right to adjust the time frame allotted to speakers as well as presentation/hearing procedures during the presentation/public hearing.
Any person desiring additional information on the proposed modification may contact Tonya Wallace, Spokane County Budget and Finance Director at (509) 477-4790.

NOTICE OF INTENDED DISPOSITION...
Notice of Intended Disposition, Second and Final
Notice is here given in accordance with the Native American Graves Protection and Repatriation Act (NAGPRA) and the Code of Federal Regulations (43 CFR Part 10) of the intent to transfer custody of Native American human remains in the control of the U.S. Depart- ment of the Interior, National Park Service (NPS), Lake Roosevelt National Recreation Area (NRA).
On May 10, 2017, Confederated Tribes' of the Colville Reservation (CCT) archaeologists discovered human skeletal remains along the Columbia River in Lake Roosevelt National Recreation Area. The remains were found on the eroded surface of a known archaeological site located in the drawdown zone of Lake Roosevelt. A detailed assessment of the human skeletal remains representing a single Native American individual has been made by Lake Roosevelt NRA in association with represen- tatives of the CCT. The human remains have been removed from a previously documented pre- historic archeological site that is within the aboriginal territory of the CCT. All evidence suggests that the CCT are culturally affiliated with the ancestral group to which this one individual belonged. The human remains removed and collected by CCT archeologists total nine human skeletal elements and two associated objects. The nine human skeletal elements include portions of three ribs, one cervical vertebrae fragment, one thoracic (T-1) vertebrae, two clavicles (one complete and one fragment), one scapula fragment and two unidentified human bone fragments (associated with the other elements by color, size and location). Two shaft abraders were also recovered in association with the human remains. It is believed that the human skeletal remains represent a single individual and the concentration of these human remains also with the associated burial items suggests that this is the original location of the burial.
Officials of the NPS have determined that, pursuant to 43 CFR 10.2 (d)(1), the human remains described above represent the physical remains of a single individual of Native American ancestry.
Officials of the NPS have determined that, pursuant to 43 CFR 10.2 (d)(4), the human remains described above have ongoing historical, traditional, or cultural importance central to the Native American group or culture itself rather than property owned by any individual.
Lastly, officials of the NPS have determined that, pursuant to 43 CFR 10.6(a) the human remains were removed from lands recognized as the aboriginal land of the CCT.
The NPS proposes to transfer custody of the human remains to the CCT on the basis of cultural affiliation. Representatives of any other Indian Tribe that believes itself to be entitled to custody of the human remains should contact Dan A. Foster, Superintendent, 1008 Crest Drive, Coulee Dam, WA 99116-0037, 509-754-7812 before the date which is 23 days from the date of this notice. This is the second and final notice.
The NPS is responsible for notifying the CCT that this notice has been published. SR32834
