NOTICE: ANNOUNCEMENT OF AVAILABILITY OF APPLICATION PERMIT NO.:WA0024473, WA0093317 and ST0008045 APPLICANT:Spokane County Utilities Division 1026 West Broadway Avenue, 4th Floor Spokane, WA 99260-043 FACILITY: Spokane County Municipal Wastewater Treatment Plants As of June 14, 2013, the Department of Ecology approved Spokane County's Pretreatment Delegation in compliance with requirements of the National Pollutant Discharge Elimination System (NPDES) and in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW), Chapter 173-220 Washington Adminis- trative Code (WAC), Chapter 173-208 WAC (Grant of Authority Sewerage Systems), Chapter 173-216 WAC (State Waste Discharge Permit Program), 40 Code of Federal Register (CFR) Part 403 (General Pretreatment Regulations for Existing and Sources of Pollution), and the Federal Clean Water Act. Spokane County is a Co-Permittee for pretreatment with the City of Spokane (Permit No. WA 002447-3). Spokane County presently owns and operates 2 municipal wastewater treatment plants (Permit No. WA 0093317 and ST0008045) and submitted a pretreatment application that meets the requirements of the 40 CFR 403 and Washington State Water Pollution Control Act. The Department of Ecology approved and granted authority to Spokane County to conduct and operate a permit system (pretreatment program) for the regulation of commercial and industrial waste discharges into their sewerage systems in accordance with RCW 90.48.165 and is hereby issuing public notice of its intent.
