The City of Spokane Valley seeks a qualified consultant team to provide final plans, specifications and estimates for the Barker Road/BNSF Grade Separation Project. This project will construct a grade-separated intersection for Barker Road and Trent Avenue (SR 290) utilizing new and/or existing infrastructure to route vehicular traffic over the BNSF Railroad tracks.

Notice is hereby given that on March 28, 2017, at 10:00 a.m., the Idaho Housing and Finance Association ("IHFA") will conduct a public hearing at 565 West Myrtle Street, Boise, Idaho, 4th Floor Conference Room, regarding IHFA's Multi-family Mortgage Revenue Note ( Tullamore Place Project ), for the issuance of tax exempt note in an aggregate amount of up to $12,000,000 (the "IHFA Note") with the proceeds of such IHFA Note to be used to provide financing for the construction of an apartment complex located in Post Falls, Idaho. Tullamore Place consists of 120 units that are reserved for low income residents and is located near the northeast corner at the intersection of Charleville Road and Killdeer Avenue, Post Falls, Idaho. The apartment complex also includes a community center, laundry room, computer/business lab and a work-out room and free storage units. Units will include a mix of 12 one-bedroom units, 72 two-bedroom units, 36 three-bedroom units, and related facilities. Such housing project is to be initially owned and operated by Tullamore Place LLC, an Idaho limited liability company authorized to conduct business in Idaho.
Neither the State of Idaho nor any county, municipal corporation, quasi-municipal corporation, sub-division or agency of the State is obligated to pay the principal or interest on the IHFA Note. No local or state tax funds or revenue will be used to pay the principal or interest on the IHFA Note.
This public hearing is required by the U.S. Internal Revenue Code. Written comments may be submitted to Idaho Housing and Finance Association, Attn: John R. The Spokane Airport Board (Board), operators of Spokane International Airport, Felts Field Airport and the Airport Business Park (hereinafter collectively referred to as SPOKANE AIRPORTS), is seeking written proposals from experienced and qualified brokers desiring to provide Employee Health and Welfare Benefits Broker services for up to a 3-year engagement.
The selected Broker will be expected to provide a full range of services, including but not limited to, placing the Board's employee insurance coverages, assisting with strategic benefits planning, providing compliance assistance, and resolving insurance related issues.
Brokers must submit one (1) original and six (6) copies of their written proposal no later than 2:00 p.m., Pacific Time, Monday, April 10, 2017. Timely written proposals must be delivered to, received and time stamped by Airport staff at Spokane International Airport, Adminis- trative offices at 9000 West Airport Drive, Suite 204, Spokane, WA 99224. To Whom It May Concern:
An application for a Septic Hauler General Wastewater Discharge Permit is proposed for Bulk Service Transport. This is in compliance with the provisions of the General Pretreatment Regulations, 40 Code of Federal Regulations (CFR) Part 403. These regulations are authorized by the Federal Water Pollution Control Act, also known as the Clean Water Act, as amended (33 United States Code 1251 et seq). This permit is also regulated by Washington State Waste Discharge Permit, Washington Administrative Code (WAC 173-216), under provisions of Revised Code of Washington (RCW 90.42). The Spokane Municipal Code regulates the facility's wastewater, specifically Chapter 13.03A Pretreatment.
The City of Spokane proposes to issue a general permit to the above listed applicant that allows a wastewater discharge subject to limitations. These limitations require the septic haulers to meet conditions necessary to carry out the provisions of municipal, state and federal law. Interested persons are invited to submit written comments regarding the proposed permit. All comments should be submitted within thirty days (30) of August 25, 2014.

Prospective General Contractor bidders, Mechanical and Electrical subcontractors and Gypsum Board Assembly (Section 09 2116) subcontractors may obtain printed construction drawings and specifications beginning Friday, March 3, 2017 from Abadan Reprographics & Imaging, Spokane, WA 99201, 509-747-2964 upon presentation of a refundable deposit of $250, per set (limit 2 sets to general Contractors and 1 set for sub- contractors). Call ahead to confirm daily document avail- ability. Plans and specifications may be viewed at the afore- mentioned offices or the following locations: Abadan Plan Center, Spokane; Spokane Regional Plan Center, Spokane; and Associated Builders and Contractors, Spokane.
Deposits will not be returned if documents are mutilated or so marked that they are not reusable and/or if they are not returned within 10 working days after bids are received. A MANDATORY Pre-Bid Conference and site visit will begin in the Board Room of the Spokane International Airport Offices at 11:00 am, Tuesday, March 14, 2017 . Major subcontractors are encouraged to attend; however, it is mandatory for Prime Contractors only. Any bid submitted by a firm which did not attend this pre-bid conference will be rejected.
The general nature of the Work is as follows:

The Spokane Airport Board reserves the right to reject any and all bids, to waive any informality, to accept any alternate bids, and to make such award that it deems to be in the best interest of the Airport pursuant to the terms of the Instruction to Bidders and General Conditions. These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Spokane CHHS Department ("City").
REQUEST FOR RELEASE OF FUNDS
On or about March 30, 2017 the City will submit a request to HUD for the release of HOME and CDBG funds under the respective Title II of the Cranston-Gonzalez National Affordable Housing Act of 1990 and Title I of the Housing and Community Development Act of 1974, all as amended, to undertake a project known as Transitions Cottages at 2176 W Fairview, Spokane (approximate address) for the purpose of full site development for residential new construction including improve access road, modify current garden use, improve utility connections, and housing con-struction utilizing approximately $5,200,000 from HUD and non-HUD funding sources and funding years.
FINDING OF
NO SIGNIFICANT IMPACT
The City has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project infor-mation is contained in the Environmental Review Record (ERR) on file at 808 W Spokane Falls Blvd #650 and may be examined or copied weekdays 8 A.M to 5 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the City of Spokane Community, Housing and Human Services Department. All comments received by March 29, 2017 will be considered by the City prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The City certifies to HUD that Dawn Kinder in her capacity as Director consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City to use Program funds.
OBJECTIONS TO
RELEASE OF FUNDS
HUD will accept objections to its release of fund and the City's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City; (b) the City has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD, attn. Michael Clyburn, 909 First Ave, Suite 300, Seattle, WA 98104. Potential objectors should contact HUD to verify the actual last day of the objection period.
