VOLUNTEERS WANTED:
Salary Commission Members
The City of Spokane Valley seeks members to serve on an Independent Salary Commission, the purpose of which is to review and establish the salaries of the Mayor and the Councilmembers. The committee will consist of five members. The term of appoint- ment is one year. Member qualifications include: U.S. citizenship, registered voter in Spokane County, and a resident of the City of Spokane Valley for at least one year. Commission members serve without compensation. Appointments to this Commission are scheduled for the October 23, 2018 Council meeting. The first meeting of the Commission shall occur no later than November 12, 2018; members will also be responsible for filing a report of their recommendations by January 21, 2019. Activities to Increase Tourism in Spokane Valley
The Spokane Valley Lodging Tax Advisory Committee (LTAC) was established by the Spokane Valley City Council (Spokane Valley Municipal Code 3.20) in accordance with state law, to advise and recommend to the City Council how excise taxes on lodging collected in Spokane Valley should be allocated in order to best increase tourism in the City. The purpose of this Request for Grant Proposal is to solicit proposals from those non-profit and municipal agencies which encourage tourism in 2019 in Spokane Valley. Each entity responding should develop projects which meet requirements and increase tourism in the City of Spokane Valley.

An Order of Sale has been issued in the above-captioned case, directed to the Sheriff of Spokane County, commanding the sheriff as follows:
WHEREAS, in the above-entitled court, Plaintiff, secured a judgment and decree of foreclosure ("Judgment") against Defendants ESTATE OF BONNIE J. WRIGHT AKA BONNIE JEAN WRIGHT AKA BONNIE JEAN ELKINS, BOBBI JEAN FLOCH, BANK OF AMERICA, N.A., CITIBANK (SOUTH DAKOTA), N.A., GE MONEY BANK and UNKNOWN HEIRS OF ESTATE OF BONNIE J. WRIGHT AKA BONNIE JEAN WRIGHT AKA BONNIE JEAN ELKINS in the amount of $100,497.91 together with interest at the rate of 7.125% per annum, $14.58 per diem from NOVEMBER 12, 2016 the day after interest good through on the Judgment, to JUNE 20, 2017, the date of Judgment entry, in the amount of $3,207.60;
WHEREAS, post-judgment interest is accruing on $103,705.51 from JUNE 21, 2017 until the date of sale at 12% per annum, $34.09 per diem;
WHEREAS, the Judgment is a foreclosure against parties of a deed of trust mortgage on the real property ("Property") at 604 South Ray Street, Spokane, WA 99202 and described in Exhibit "1" attached hereto;
WHEREAS, on JUNE 20, 2017, the Court ordered that all of the Property be sold and the proceeds applied to the payment of principal, interest, attorney's fees, costs and disbursements and other recovery amounts with interest to date of the sale of the property.
NOW, THEREFORE, in the name of the STATE OF WASHINGTON you are hereby commanded to proceed to seize and sell forthwith and without appraisement, the Property, in the manner provided by law, or so much thereof as may be necessary to satisfy the judgment amount plus interest to the date of sale. The redemption period is 8 MONTHS. The Sheriff's notice of sale shall be published in a publication of general circulation.
The sale date has been set for the 26th day of October, 2018, 10:00 a.m. at the South Entrance of the Spokane County Courthouse, 1116 W. Broadway Ave., Spokane, WA. It shall be the duty of each Bidder to submit his/her bid on or before the hour and date specified. Bids will be opened and publicly read aloud at the designated time listed above. Any bids received after the time for opening cannot, and will not be considered.
A MANDATORY Pre-Bid Conference will be held in the Irv Reed Event Center, 9211 W. McFarlane Road, at the Spokane International Airport on Wednesday, October 3rd, 2018 at 2:00 PM. Major subcontractors are encouraged to attend; however, it is mandatory for Prime Contractors only. Any bid submitted by a firm, which did not attend this pre-bid conference, will be rejected.
The general nature of the Work is as follows:
•Schedule I includes removal of airfield pavement, removal of
taxiway edge lights and signage; removal of underground electrical
and drainage, marking obliteration; new 25-foot wide asphalt
shoulders, cracksealing, asphalt mill and overlay, small areas of
Portland cement concrete pavement; installation of aggregate base,
underdrain and drainage improvements, grading, topsoiling, seed-
ing, waterborne pavement markings, and thermoplastic pavement
markings, new airfield signage and infrastructure, new taxiway
edge lights, fiber line relocation.
•Schedule II includes marking obliteration, bituminous seal coat,
cracksealing, waterborne pavement markings, and thermoplastic
pavement markings.
Construction is anticipated to begin in March of 2019. Questions to be submitted through Bid Express only. Last day for questions is October 16th at 5:00 PM.
Contract Documents are available at http://www.bidexpress.com. Documents can be viewed online. The Planholders List is also available at this website. All addenda will be issued through email. Bidders must order Contract Documents online to be placed on the Planholders List and to receive automatic e-mail notification of addenda. Bids will be submitted at the bidexpress.com website as the only method of bid submission. An electronically verified bid bond or uploaded copy of a bid bond shall be attached to the bid proposal, in an amount of not less than five percent (5%) of the total bid for all bid schedules (including sales tax).
A contract according to the General Conditions, Supplementary Conditions, and Addendums (if applicable) shall be signed prior to work commencing. Each bid must be accompanied by a cashier's check or surety bid bond, in an amount of not less than five percent (5%) of the total bid for all bid schedules (including sales tax). A performance bond, payment bond, and liability insurance in accordance with the contract documents will be required for the Contract. This is a prevailing wage project per applicable State Law.
The Spokane Airport Board reserves the right to reject any and all bids, to waive any informality, to accept any alternate bids, and to make such award that it deems to be in the best interest of the Airport pursuant to the terms of the Instruction to Bidders and General Conditions. The contract will be awarded to the lowest responsive and responsible bidder. All bidders are cautioned to be aware of the requirement to have their bids considered responsive.
