A Resolution of the Board of County Commissioners of Spokane County, Washington, ('the Board') declaring the intention of the Board to establish certain road- ways within Spokane County as county maintained roads; and fixing a time and date for a public hearing thereon.
WHEREAS , it is deemed a public necessity and hereby declared that realignment of a public road, 44 feet wide tapering to 32 feet wide and approximately 1620 feet in length on Magnesium Road from Market Street west; and 32 feet wide and approximately 860 feet in length on Regal Road from Magnesium Road south, be laid out and established within the following described lines:
Magnesium Road: A strip of
land 90.00 feet in width being
45 feet on each side of the
centerline of Magnesium Road

NOW, THEREFORE BE IT RESOLVED by the Board that the County Engineer is directed to make a report upon the proposed road- way(s) to be established; set a date and time for hearing upon said report; and give notice of said hearing by publication of this Resolution in a newspaper of general circulation in Spokane County and post as required by law.

NOTICE IS HEREBY GIVEN by the Board of County Commissioners (hereinafter "the Board") of Spokane County, Washington, pursuant to the provisions of RCW 36.32.120(7) and RCW 65.16.160, that the Board will hold a public hearing following the 2:00 P.M., Commissioner's Consent Agenda , or as soon as possible thereafter, on the 9th day of October 2018 , in the Commissioners' Assembly Room, Lower Level, Spokane County Public Works Building, 1026 West Broadway Avenue, Spokane, Washington.
The purpose of the public hearing will be for the Board to receive public testimony and determine whether or not to adopt, reject, or adopt in a revised form the "Spokane County Six-Year Sewer Construction Capital Improvement Program for 2019 through 2024" (hereinafter "CIP").
The purpose of the proposed CIP is to delineate the County's sewer improvement priorities and the associated expenditures; and, provide authorization to proceed with the engineering, right-of-way and property acquisition and preparation of plans/specifica-tions for construction of the capital improvements.
The proposed CIP for 2019 - 2024 provides a six-year project and financing summary. Proposed projects are categorized as follows:

BACKGROUND
The Board of County Commissioners intends to hold several public roundtable /hearings to obtain public input on the proposed 2019 Budget. The public roundtable/hearings will assist the Board of County Commissioners in determining what, if any, changes will be made to the 2019 budget.
The Board of County Commissioners desires to hold three initial public roundtable/ hearings.
PURPOSE OF PUBLIC
ROUNDTABLE/HEARINGS
The purpose of the above scheduled public roundtable/ hearings is for the Board of County Commissioners to consider public testimony and discuss among themselves the following at the scheduled hearings:

and

Spokane Regional Clean Air Agency (SRCAA) proposes to amend Regulation I, Article X: Fees and Charges, and the Consolidated Fee Schedule. The changes being considered will align SRCAA's public records fees with the state's Public Records Act, and update the fee structure to help move toward cost-recovery for the Notice of Construction /
Notice of Intent permit program.
Proposed Article X amendments are for Section 10.02(C) Method of Calculating Fees, Section 10.04 Reserved, Section 10.05 General Administrative Fees, and Section 10.07 Application and Permit Fees for Notice of Construction and Application for Approval (NOC) and for Notice of Intent (NOI) to Install and Operate a Temporary Stationary Source.

It shall be the duty of each Bidder to submit his/her bid on or before the hour and date specified. Bids will be opened and publicly read aloud at the designated time listed above. Any bids received after the time for opening cannot, and will not be considered.
A MANDATORY Pre-Bid Conference will be held in the Irv Reed Event Center, 9211 W. McFarlane Road, at the Spokane International Airport on Wednesday, October 3rd, 2018 at 2:00 PM. Major subcontractors are encouraged to attend; however, it is mandatory for Prime Contractors only. Any bid submitted by a firm, which did not attend this pre-bid conference, will be rejected.
The general nature of the Work is as follows:
•Schedule I includes removal of airfield pavement, removal of
taxiway edge lights and signage; removal of underground electrical
and drainage, marking obliteration; new 25-foot wide asphalt
shoulders, cracksealing, asphalt mill and overlay, small areas of
Portland cement concrete pavement; installation of aggregate base,
underdrain and drainage improvements, grading, topsoiling, seed-
ing, waterborne pavement markings, and thermoplastic pavement
markings, new airfield signage and infrastructure, new taxiway
edge lights, fiber line relocation.
•Schedule II includes marking obliteration, bituminous seal coat,
cracksealing, waterborne pavement markings, and thermoplastic
pavement markings.
Construction is anticipated to begin in March of 2019. Questions to be submitted through Bid Express only. Last day for questions is October 16th at 5:00 PM.
Contract Documents are available at http://www.bidexpress.com. Documents can be viewed online. The Planholders List is also available at this website. All addenda will be issued through email. Bidders must order Contract Documents online to be placed on the Planholders List and to receive automatic e-mail notification of addenda. Bids will be submitted at the bidexpress.com website as the only method of bid submission. An electronically verified bid bond or uploaded copy of a bid bond shall be attached to the bid proposal, in an amount of not less than five percent (5%) of the total bid for all bid schedules (including sales tax).
A contract according to the General Conditions, Supplementary Conditions, and Addendums (if applicable) shall be signed prior to work commencing. Each bid must be accompanied by a cashier's check or surety bid bond, in an amount of not less than five percent (5%) of the total bid for all bid schedules (including sales tax). A performance bond, payment bond, and liability insurance in accordance with the contract documents will be required for the Contract. This is a prevailing wage project per applicable State Law.
The Spokane Airport Board reserves the right to reject any and all bids, to waive any informality, to accept any alternate bids, and to make such award that it deems to be in the best interest of the Airport pursuant to the terms of the Instruction to Bidders and General Conditions. The contract will be awarded to the lowest responsive and responsible bidder. All bidders are cautioned to be aware of the requirement to have their bids considered responsive.
