CITY OF SPOKANE VALLEY REQUEST FOR GRANT PROPOSAL Activities to Increase Tourism in Spokane Valley The Spokane Valley Lodging Tax Advisory Committee (SVLTAC) was established by the Spokane Valley City Council in accordance with state law, to advise and recommend to the City Council how excise taxes on lodging collected in Spokane Valley should be allocated in order to best increase tourism in the City. The purpose of this Request for Grant Proposal is to solicit proposals from those non-profit and municipal agencies which encourage tourism in 2018 in Spokane Valley. Each entity responding should develop projects which meet requirements and increase tourism in the City of Spokane Valley. REQUEST FOR PROPOSAL (RFP) ENGINEERING SERVICES FOR GUARDRAIL EVALUATION AND DESIGN The Nez Perce Tribe is seeking proposals from qualified Consultants to provide plans, specifications, construction cost estimate, and construction management of one hundred and ninety (190) feet of guardrail installation along a section of Parade Avenue located in Lapwai, ID. This section is on a steep grade (10-12%), with about a 90 degree angle, and an abrupt lane edge with an 8-10 foot drop. The design should meet or exceed AASHTO and/or FHWA guardrail design and standards. The section of Parade Avenue is along a steep grade with a significant corner and steep five to eight foot drop that is made more dangerous during icy conditions. The installation of the guardrail will increase the safety of this section of roadway by decreasing rollover risk. The guardrail project is one of the projects listed in the Nez Perce Tribe Transportation Safety Plan that was awarded as a FHWA safety grant to complete this project.
